    WASHINGTON (Reuters) - Prime Minister David Cameron and new French President Francois Hollande clashed on Friday over the need for a financial transactions tax to fund growth but played down other differences over how to respond to the euro zone debt crisis.

    Both leaders said after a first 35-minute meeting at the British ambassador's residence in Washington that they backed measures to cut deficits and spur growth in Europe, glossing over differences between Hollande's pro-growth stance and Cameron's emphasis on reducing debt.

    But Cameron said he would maintain his staunch opposition to a tax on financial transactions that Hollande backs as a way to raise revenue to boost growth.

    "On the financial transactions tax, I'm very clear, we are not going to get growth in Europe or Britain by introducing a new tax that would actually hit people as well as financial institutions," Cameron told reporters before his meeting at the elegant ambassador's residence, designed by famous British architect Edwin Lutyens in the 1920s.

    "I don't think it is a sensible measure. I will not support it," he said.

    Cameron, keen to prevent damage to Europe's leading financial centre in the City of London, has previously threatened to veto a European-wide financial transaction tax unless it was adopted globally, setting him on a collision course with France and Germany which back the idea.

    A British government source said Hollande and Cameron agreed they had "different positions" on the financial transaction tax, also known as the Tobin tax.

    Hollande also repeated to Cameron that he intended to pull France's combat troops out of Afghanistan this year, two years earlier than a NATO timetable for ending combat operations.

    Cameron understood this was an election promise Hollande had made, the British source said.

    On the euro zone economic crisis, Cameron said Hollande and he both wanted to see "stability in international markets."

    "We both want to see countries deal with their deficits and we both want to see economic growth," Cameron said.

    Hollande said the two leaders were "convinced we need to continue improving our public accounts while restoring growth."

    On Greece, Hollande said he would like Greece to remain in the euro zone but it would be for the Greek people to "answer the question."

    "My position is we should do everything possible so that they say yes to that," he said.

    Cameron earlier called for "decisive action" to tackle the euro zone crisis.

    "Britain wants to have a successful euro zone, that is where 40 percent of our trade goes. We need decisive action from euro zone countries in terms of strengthening euro zone banks, in terms of a strong euro zone firewall and decisive action over Greece. That has to be done," Cameron told reporters.

    "Clearly the Greeks have to make their minds up, they have to make their decision. Decisive action needs to be taken. That's absolutely vital that it is because that will affect the stability not only of the euro zone economies. It affects our economy and it affects the world economy too," Cameron said.

    The EU trade commissioner said earlier on Friday that European officials are working on contingency plans in case Greece bombs out of the euro zone.

    Cameron, a centre-right Conservative who built a close relationship with Hollande's predecessor Nicolas Sarkozy, snubbed Hollande when the Socialist leader visited London during his election campaign, but at Friday's meeting he invited Hollande to visit London soon.

    Hollande made ironic reference to the snub, saying that since he had not been able to visit London before the election he would be "all the happier" to meet Cameron afterwards.

    (AP) ? Just two years ago, Thailand was at war with itself. Rifle shots and exploding grenades rang out in Bangkok as troops crushed through barricades to disperse a nine-week-old insurrection. A retired nurse was the last to capitulate.

    "I stood before the soldiers and asked if they wanted to shoot me, or arrest me," said Phussadee Ngamkham, now 57, who became a hero of the Red Shirt protest movement by refusing to budge while others fled a final crackdown by soldiers on May 19, 2010, after weeks of deadly street fighting.

    "At that time, I had made a promise with my Red Shirt brothers and sisters that if we didn't get democracy, I wouldn't go home," she said.

    Those days of mayhem, which pitted Thailand's rural masses against a government they decried as elitist and which left at least 90 people dead and almost 2,000 injured, now seem a world away.

    An election has since given an overwhelming mandate to the party most closely allied with the protesters, and the normally peaceful Buddhist country has returned to its routines and tourists to its tropical beaches.

    Much of the us-versus-them vitriol has dissipated, giving way ? for now ? to an apparent acceptance on both sides that while neither the current government nor its predecessors are perfect, elections may be better than street violence for deciding the country's future.

    Still, deep divisions remain, and many wonder how long this phase will last.

    "It's stability on the surface. The conflicts are still there," said Michael Nelson, a Thai studies lecturer at Walailak University in southern Thailand. "It's a return to business as usual, and as long as there's no really outstanding point of conflict, ... nothing much will happen. There is no reason to get out on the street."

    On Saturday, Red Shirt supporters will go back to central Bangkok to peacefully mark the anniversary. Like most Red Shirt rallies it will include an evening video appearance by ex-premier Thaksin Shinawatra. He fled into exile after being ousted by a 2006 military coup, and was convicted of corruption in absentia.

    The 2010 conflict was largely between supporters of Thaksin ? whose populist policies made him the rural poor's hero ? and supporters of Thailand's traditional powerholders in the royal palace and the military.

    Part of the reason for the current state of peace is because Thaksin's supporters have been appeased by the new prime minister, Thaksin's sister Yingluck Shinawatra. She won her 2011 campaign by a landslide and ended the premiership of Abhisit Vejjajiva, a staunch Thaksin opponent who ordered the May 19 crackdown on anti-government protesters who were demanding that his government immediately resign.

    Yingluck has continued in the spirit of her brother's populist policies, cementing her rural base and winning over others who were not initially supporters. She has increased the minimum wage, handed out ample tax refunds to the budding middle class and endeared rice farmers with a new program that pays them above market rates for rice.

    Many Thais who oppose Thaksin have come to terms with his sister's government, saying she has managed to maintain an uneasy but welcome calm. And Thai politics has not yet produced a viable alternative to the Thaksin camp.

    "I'm not satisfied with this government, but to be honest the Abhisit government wasn't any better," said Siriluk Pornchaitipparat, an anti-Thaksin cafe owner who had to shut her central Bangkok shop for 10 days in 2010 when the Red Shirt rioting raged in her neighborhood.

    "No matter how incompetent I think Yingluck is and no matter how much I'd like to reject the current government, I don't see any other choices who can compete with them effectively," she said. "Life goes on as usual but we don't know when another round of demonstrations will occur. Maybe when Thaksin returns."

    Yingluck's unstated priority is to ease the way for her brother to return without serving the two-year sentence for corruption in office that he fled to avoid.

    Thaksin himself has said he would like to return to Thailand this year, a prospect that would surely fire up the other camp of protesters in Thailand, known as the anti-Thaksin Yellow Shirts, who also have wreaked havoc on Bangkok streets over the past half-dozen years.

    Yingluck's ruling party has pushed for a broad amnesty bill for political leaders, supporters and security forces involved in the 2010 unrest ? seen as an attempt to pave the way for Thaksin's return.

    New York-based Human Rights Watch warned against such a measure as an affront to reconciliation, and has criticized both Yingluck's and Abhisit's government for failing to bring to justice a single soldier or official for the scores of deaths and injuries that occurred during the political violence.

    "This gives the green light for ... people in uniform to do this again next time," said Brad Adams, the group's Asia director.

    At least one lasting legacy of the Red Shirt movement is the political awakening of Thailand's majority of rural and urban poor. Phussadee, the former nurse known as the "Last Red Shirt," said she'll hold the government to account regardless of whether or not it hails from her side of the country's political divide.

    She said the Red-Yellow divisions in her neighborhood remain, though she is happy to note the hostility has eased.

    "Without the mob mentality, people tend to think with reasons, not emotions. The Yellows are thinking what they did was not totally right and now the Red Shirts also see that the government they supported is not perfect either," she said.

    "I think I have accomplished the goal that I fought for two years ago, but it's still just the first step," she said. "I'm giving this government four years before they lose my support."

    Blind Chinese activist appears to have left for U.S.

    BEIJING (Reuters) - China allowed a blind legal activist, Chen Guangcheng, to leave a hospital in Beijing on Saturday and board a plane bound for the United States, a move that could signal the end of a diplomatic standoff between the two countries.

    Chen's escape from house arrest in northeastern China last month and subsequent stay in the U.S. embassy caused huge embarrassment for China and led to a diplomatic rift while U.S. Secretary of State Hillary Clinton was visiting Beijing for talks to improve ties between the world's two biggest economies.

    There was no initial visual confirmation that Chen was aboard a United Airlines aircraft bound for Newark, but the U.S. State Department said he was en route to the United States, along with his wife and two children.

    Chen's friend, Jiang Tianyong, cited the activist as saying that he and his family obtained their passports at the airport on Saturday after his release from hospital, hours before he was due to board a flight.

    "I just spoke to him and he said he was about to board the flight very soon," Jiang said.

    "I'm obviously very happy. When he boards the plane, he can finally say: 'I'm free'. At the same time, I feel a sense of regret because such a large country like China can't even tolerate a citizen like him to exist here."

    Jiang said Chen was headed to New York, where the blind activist has been offered a fellowship from New York University.

    The official Xinnhua news agency said Chen had applied to study in the United States under legal procedures, but made no mention of whether he had left the country. The Foreign Ministry said this month that Chen could apply to study abroad, a move seen as a way of easing Sino-U.S. tensions on human rights.

    Chen's abrupt departure for the airport came about three weeks after he arrived at the Chaoyang Hospital from the U.S. embassy, where he had taken refuge after a dramatic escape from 19 months under house arrest in his home village.

    Chen Guangcheng, 40, who taught himself law, was a leading advocate of the rights defense movement. He came to national fame by campaigning for farmers and disabled citizens and exposing forced abortions.

    He was jailed for a little over four years from 2006 on what he and his supporters say were trumped-up charges designed to end his rights advocacy.

    He had accused Shandong officials in 2005 of forcing women to have late-term abortions and sterilizations to comply with China's strict family-planning policies. Authorities finally moved against him with charges of whipping up a crowd that disrupted traffic and damaged property.

    Formally released in 2010, he remained under house arrest in his home village in Shandong, which officials turned into a fortress of walls, security cameras and guards in plain clothes who kept Chen isolated.

    POLICE AT THE AIRPORT

    United Airlines flight UA 88, which had been due to leave at 3.45 p.m., departed around 5.50 p.m. (0950 GMT). Three uniformed police officers and plainclothes officers followed passengers down the mobile corridor leading to the plane's door.

    The cabin crew waited for passengers to take their seats before closing the curtain to the front section, where the business class seats were located, a Reuters witness said.

    "Don't even think about it, you won't be able to get anything," a member of the cabin crew told a Reuters reporter holding a video camera.

    Chen had earlier said he believed he would be headed on a flight to the United States, but added he was still uncertain of it. The U.S. embassy was not immediately available for comment.

    Chen had earlier told Reuters by telephone: "I'm at the airport now. I've already left the hospital. But there are many things that are still unclear."

    Chen said that his wife and two children were at the airport with him, accompanied by hospital staff. He said the family was anticipating a departure for the United States, but was waiting for news on what was to happen next.

    Two police cars were stationed below the walkway to the plane, and about 10 security officials in plainclothes circulated around the airport.

    Passengers at the gate to Chen's flight appeared not to know that he would be on the same flight.

    "If our country is a body, his plight is like a sickness that in the future will help the body to protect and strengthen itself," said Xi Jingwen, who was awaiting to board a flight to the United States, when asked about Chen Guangcheng.

    "This is how I feel about Chen Guangcheng himself and other similar things that have happened in China. All of it can encourage the political system to improve and reform."

    DRAMATIC ESCAPE

    Chen's confinement, his escape and the furor that ensued have made him part of China's dissident folklore: a blind prisoner outfoxing Communist Party controls in an echo of the man who stood down an army tank near Tiananmen Square in 1989.

    Chen's supporters welcomed his departure, saying he had indicated that he would like to return to China.

    "I even told him...that he has to do a repeat of him scaling walls. If not, we wouldn't be able to believe it," Nanjing-based activist He Peirong said of her earlier conversation with Chen.

    She was one of six activists who drove Chen from Shandong to Beijing after his escape. The village of Dongshigu, where Chen's mother and other relatives remain, is still under lockdown.

    The U.S. embassy had earlier thought it had stuck a deal to allow Chen to stay in China without retribution, but that fell apart as Chen grew worried about his family's safety. He changed his mind about staying and asked to travel to the United States.

    Human rights are a big factor in relations between China and the United States, even though Washington needs China's help on issues such as Iran, North Korea, Sudan and the global economy.
