Innovation has become the holy grail. Finding innovation is almost a sacred quest for the solution that will create growth, and open new eras of prosperity and well-being.
Unfortunately, like many things called holy, the concept of innovation is invoked ritually and ceremonially more than it is embraced in practice.

For all the talk about innovation, I see many leaders in numerous organizations in every sector who actively stifle it. They say they want more innovation. But at the same time, they seem to operate by a set of hidden principles designed to prevent innovations from surfacing or succeeding. I've compiled them into a set of anti-rules. Acting in these nine ways guarantees that there will be little or no innovation of any significance, because no one had the time, money, or motivation to innovate:

  1. Be suspicious of any new idea from below ? because it's new, and because it's from below. After all, if the idea were any good, we at the top would have thought of it already.
  2. Invoke history. If a new idea comes up for discussion, find a precedent in a an earlier idea that didn't work, remind everyone of that bad past experience. Those who have been around a long time know that we tried it before, so it won't work this time either.
  3. Keep people really busy. If people seem to have free time, load them with more work.
  4. In the name of excellence, encourage cut-throat competition. Get groups to critique and challenge each other's proposals, preferably in public forums, and then declare winters and losers.
  5. Stress predictability above all. Count everything that can be counted, and do it as often as possible. Sweep any surplus into master accounts, and eliminate any slack. Favor exact plans and guarantees of success. Don't credit people with exceeding their targets because that would just undermine planning. Insist that all procedures be followed.
  6. Confine discussion of strategies and plans to a small circle of trusted advisors. Then announce big decisions in full-blown form. This ensures that no one will start anything new because they never know what new orders will be coming down from the top.
  7. Act as though punishing failure motivates success. Practice public humiliation, making object lessons out of those who fail to meet expectations. Everyone will know that risk-taking is bad.
  8. Blame problems on the incompetent people below ? their weak skills and poor work ethic. Complain frequently about the low quality of the talent pool today. If that doesn't undermine self-confidence, it will undermine faith in anyone else's ideas.
  9. Above all, never forget that we got to the top because we already know everything there is to know about this business.

Following these rules ensures that innovation will wither on the vine, if it even surfaces in the first place. That is often just fine with established interests, who would rather be protected against the nuisance of change. It's not so fine for success in a highly dynamic environment that demands new solutions.

Leaders who want to nurture innovation can reverse the anti-innovation rules and eliminate the practices that stifle innovation, in order to create a pro-innovation culture. For each of these innovation-stiflers, innovation-promoters can move to the opposite behaviors. In a culture of innovation, these actions allow innovation to flourish:

  • Encourage new ideas, especially from below and from unexpected sources.
  • Look ahead, not behind. The past is prologue but not necessarily precedent.
  • Leave some slack for experimentation, whether spare time or seed money.
  • Look for improvements, not critiques. Encourage collaboration toward common goals.
  • Be flexible. Stress substance over form, action over calendar. Allow for unplanned opportunities.
  • Open strategic discussions to new voices.
  • Accept that stretch goals mean some things won't work. Avoid public humiliation; promote public recognition for innovative accomplishments.
  • Foster respect for people and their talents.
  • And know learning is an imperative. Everyone, even the most experienced, must be open to learning.

Leaders seeking innovation should adhere to these pro-innovation principles. But it might also be a good idea to keep the innovation-stiflers posted as a reminder of what not to do.

Council debate on whether to accept a strategic vision for the course that spans 90 pages stretched 90 minutes and ended with the board ? in a motion packed with failed amendments ? referring the suggestions to staff to determine if the plan was practical and affordable.

?Let?s go ahead and start the process,? said District 5 Councilman Max Joyner, who initiated the motion to review the proposal for Bradford Creek. ?We have been kicking the can down the road on this issue for years. Eventually, we need to take a stand.?

It's now all over for Strikeforce, the regional promotion that grew in size and strength to be a player for a few years in MMA. In their final show, the fighters rose to the occasion to give a memorable final impression. Which ones really stood out?

No. 1 star -- Tarec Saffiedine: Heading into the Strikeforce welterweight championship bout with Nate Marquardt, most of the discussion was about Marquardt's return to the UFC. It was just assumed he would keep the belt, but Saffiedine had other plans. Using a smart game plan filled with punishing leg kicks, Saffiedine picked apart Marquardt on the way to a five-round decision. It will be fun to see what he can do against UFC welterweights.

No. 2 star -- Ronaldo "Jacare" Souza: Ed Herman threw an illegal upkick at Jacare. The referee inexplicably stood them up to restart after the kick. Even with all that, Jacare still managed the smoothest submission of the new year of MMA. With such a great grappling game, Souza should have plenty of interesting match-ups in the UFC.

No. 3 star (tie) -- K.J Noons and Ryan Couture: During the preliminary card, Noons and Couture fought out a bloody battle that was the best of the night. Though it appeared Noons had the upper hand, the judges called the fight in Couture's favor. But the good news for both fighters is that they won their bout in a way to all but ensure their spots in the UFC.

Cooper expects to have a new head football coach identified within the next 10 days, athletic director John Windham said Monday.

Windham, who stepped down as the Pirates? head coach in December to become the school?s first full-time athletic director, said the school?s search committee has conducted six interviews with potential candidates and expects to do four-to-six more before a finalist is chosen at the Lubbock Cooper Independent School District board meeting on Jan. 24.

?We?re in the middle of interviews, going through and pulling names,? Windham said. ?It?s gone great. The process has been smooth, and the interview committee we?ve put together has called in some great candidates, both internally and externally. So it?s gone well.?

According to a statement on the Cooper ISD web site written by superintendent Pat Henderson, the search committee is composed of Windham, deputy superintendent Thom Vines, assistant superintendent Macy Satterwhite, human resources director Will Truby and Cooper High School principal Angie Inklebarger.

In the statement, Henderson said the committee will ?narrow the field of applicants to three or four finalists,? and will discuss those choices with the school board at its Jan. 24 meeting. From there, the committee will rank the finalists and send its recommendation for a new head football coach to Henderson, who will take that recommendation to a special board meeting to be held either in late January or early February.

Applications will be accepted through Friday. Windham, who stepped down as head coach on Dec. 13, did not list any candidates or interview subjects by name.

?I think we?re moving fairly quickly,? Windham said. ?We want to make sure we get the right candidate and everybody understands the process. We?ve been thorough and doing our due diligence so we can get the right man for the job.?

Windham spent 17 years at the school and his entire 14-year head-coaching stint with the Pirates, compiling an 80-70 career record with five district championships, seven playoff appearances and three bi-district titles. His 2001 team that made the playoffs ended a 29-year postseason drought for the school.

The Pirates have captured two district championships in the past five years, and made their deepest run in the postseason in 2010, reaching the regional semifinals. A big part of the reason for splitting the jobs of head football coach and athletic director, Windham said, was the anticipated move to Class 4A in the very near future.

That can be seen in the growth Cooper has experienced in all sports over the past decade. The school?s volleyball, girls basketball, softball and baseball programs routinely make deep runs in the playoffs, and in 2011 every sport at the school reached the postseason.

In terms of facilities, a new football stadium, new fieldhouse and indoor practice facility, plus new softball and baseball fields were constructed all within the last five years.

With the move to 4A, Windham anticipates the athletic department will continue to grow in size and in number of sports offered, feeling that golf, tennis and soccer are right around the corner to being added. That, he said, helped facilitate the need to make the move now so as to be prepared when the move to 4A actually happens.

?(We?re looking) just for the bet fit for Lubbock Cooper and what we have going out here,? Windham said. ?The best person will fit into our family we have here at Lubbock Cooper and continue the success we?ve had.?

Republicans control the House, Democrats the Senate.

Since Obama took office, gridlock on Capitol Hill has been the norm rather than the exception as one fiscal crisis has given way to another.

The government came close to defaulting on some of its obligations in mid-2011 when Republicans balked at raising the ceiling on the government's borrowing authority.

Congress now must again raise the debt ceiling for the government to keep borrowing money to pay its bills ? or face a first-ever default as early as mid-February.

Both sides have dug in. Republicans insist raising the debt ceiling must be combined with big spending cuts. Obama counters he won't negotiate any deal linking the debt limit to spending cuts. It would be "short-sighted" and "profoundly damaging to our economy," he said Monday.

He was asked if he would let the government grind to a halt if he disagreed with spending-cut proposals put forth by Republicans ? and if that happened, who'd be blamed?

Polls show voters are more inclined to blame Republicans than Democrats.

Even so, "I suspect that the American people would blame all of Washington for not being able to get its act together," Obama said.

OBERHOF, Germany (AP) -- Olympic champion Felix Loch won his third World Cup race of the season to lead a German sweep of the podium and claim his first European Championship on Sunday.

Loch was fastest in both runs for an aggregate time of 1 minute, 27.257 seconds - 0.390 seconds quicker than Andi Langenhan, and 0.519 ahead of Johannes Ludwig.

Russia's Semen Pavlichenko was fourth, followed by Germany's David Moeller and another Russian, Albert Demchenko.

After six of nine races, Loch had 515 points in the World Cup standings, followed by Langenhan on 435 and Moeller on 398.

The race also counted as the European Championships, allowing the 23-year-old Loch to complete his medal collection.

"Now I could end my career," Loch said after his 13th career victory. "But of course that's rubbish, of course I'll go on. I like the track in Oberhof. It's where I celebrated my first World Championship title."

Later Sunday, Germany also won the team relay European Championship, when Natalie Geisenberger, Loch, Toni Eggert and Sascha Benecken combined to finish 0.461 seconds faster than Italy, and 0.757 ahead of defending champion Russia.

The result did not count toward the World Cup standings.

Tora Berger wins biathlon World Cup to extend lead

RUHPOLDING, Germany (AP) -- Tora Berger of Norway and Martin Fourcade of France both won biathlon World Cup races Sunday to extend their leads in the overall standings.

Berger won her fifth of the season with just one miss in excellent conditions to win the women's 12.5-kilometer mass start race in 37 minutes, 14.4 seconds.

Darya Domracheva of Belarus was second, 26.7 seconds behind with two missed targets.

Olga Zaitseva had been leading but lost steam and missed one target in the final shoot to allow Berger and Domracheva to overtake. The Russian finished 37.8 back in third.

"I saw Zaitseva had one miss and that gave me more focus. I saw the possibility to win and just did my job," Berger said.

Rising star Miriam Goessner of Germany, who claimed victory in the 7.5-kilometer sprint on Friday, missed six targets before finishing eighth.

After 12 of 26 events, Berger has 574 points, 103 more than Goessner, while Domracheva is third on 443.

Later Sunday, Fourcade shot perfectly for the second time in two days to claim the men's 15K mass start in 36 minutes, 27.7 seconds.

Fourcade, who claimed the 10K sprint on Saturday and anchored France to victory in the relay on Thursday - when he also shot cleanly - extended his lead atop the overall standings after his 18th career win.

The Frenchman bided his time while taking his shots but skied at speed and finished half a second ahead of Dmitry Malyshko of Russia, who missed once.

"My tactic was to shoot 20 and ski as fast as possible," Fourcade said. "I used all of my strength to beat him today. I really wanted to win today, so I gave a bit more than usual."

Norway's Emil Hegle Svendsen was third, 10.6 seconds back.

Fourcade has 564 points, ahead of Svendsen's 489 and Russia's Evgeny Ustyugov's 446. Malyshko is fourth.

Dutchman Sven Kramer wins Europe allround again

HEERENVEEN, Netherlands (AP) -- Dutchman Sven Kramer wrapped up his sixth title at the European Allround Championships, cruising to victory in style on Sunday with a win in the 10,000 meter event.

Kramer, who at age 26 is also a five-time allround world champion, finished in 12 minutes, 55.98 seconds, ahead of countryman Jan Blokhuijsen in 13:01.60. Blokhuijsen was also second in the allround standings, followed by Norway's Havard Bokko.

Dutch dominance is set to continue among the women: the Netherlands' Ireen Wust, leading after Saturday's races, won the women's 1,500 meter race Sunday in 1 minute 56.49 seconds, followed by Dutchwoman Linda de Vries in 1:57.57. With only the 5,000 meter race remaining, Dutch women occupy the top four allround slots.

Russia's Zubkov wins 4-man bobsled

KOENIGSSEE, Germany (AP) -- World Cup champion Alexander Zubkov won his fifth World Cup four-man bobsled race of the season Sunday to close the gap on Maximilian Arndt in the standings.

The Russian and his crew of Alexey Negodaylo, Dmitry Trunenkov, and Maxim Mokrousov, completed both runs in a total of 1 minute, 38.06 seconds - 0.2 seconds faster than Arndt and Marko Huebenbecker, Alexander Roediger and Martin Putze.

Germans Thomas Florschuetz and Manuel Machata, were third and fourth.

Arndt took advantage of Zubkov's absence from Altenberg last weekend by winning to seize the lead in the World Cup standings, but Zubkov has cut the gap to 14 points. With two races remaining, Arndt had 1,349 points, Zubkov had 1,335, and Machata was third with 1,266.

WCup leader Takanashi wins women's ski jump

HINTERZARTEN, Germany (AP) -- Sara Takanashi of Japan won her fourth women's ski jump event of the season to extend her lead in the World Cup standings on Sunday.

The 16-year-old Takanashi was third after a first jump of 98 meters but soared to 105 with her next to win with 247.5 points overall.

Defending overall World Cup champion Sarah Hendrickson of the United States, who won Saturday's event, was second after jumps of 103 and 101.5 meters for 245.9 points, while Austria's Jacqueline Seifriedsberger finished third with 244.5.

After eight of 16 events, Takanashi had 670 points, followed by Hendrickson on 501 and Coline Mattel of France with 448.

Austria's Daniela Iraschko did not compete Sunday after crashing heavily during Saturday's event.

Germany wins Nordic Combined team event

CHAUX-NEUVE, France (AP) -- Germans Tino Edelmann and Eric Frenzel won the team sprint at Chaux-Neuve as Nordic Combined World Cup leader Jason Lamy Chappuis helped France finish third.

Germany I crossed the line 1.4 seconds ahead of Norway I, composed of Magnus Moan and Joergen Graabak. Graabak and Chappuis had to be separated by a photo finish in a sprint at the finish.

Bernhard Gruber and Christoph Bieler of Austria finished sixth despite starting seven seconds ahead of Edelmann and Frenzel, and 50 ahead of Moan and Graabak after winning the ski jump.

Germany II was fourth, 3.9 seconds behind their winning compatriots, while Norway II was fifth. Edelmann won the individual event on Saturday.

Russia's men, Norway's women take team sprints

LIBEREC, Czech Republic (AP) -- Mikhail Jun Devjatiarov teamed with Nikolay Morilov to win a men's team sprint for Russia at a cross-country skiing World Cup event on Sunday.

The Russian pair finished the 6 by 1.6-kilometer freestyle race in 21 minutes, 43.8 seconds, beating Norway's Eirik Brandsdal and Paal Golberg by 0.8 seconds. Another Russian team of Alexey Petukhov and Nikita Kriukov was third with the same time.

Norway took the women's 6 by 0.85-kilometer freestyle race with Ingvild Flugstad Oestberg and Maiken Caspersen Falla winning in 11 minutes, 26.2 seconds to edge the Swedish pair of Stina Nilsson and Ida Ingemarsdotter by 0.6 seconds. A second Swedish team of Linn Soemskar and Magdalena Pajala was 5.7 seconds behind in third.

ARLINGTON ? Action Sports in downtown Arlington got an early Christmas present when half a dozen students and adults involved in the Arlington High School wrestling program helped the store move to its new location, one block south on Olympic Avenue, in a single day.

Rich Senff, manager and owner of Action Sports, touted his new location?s increased space, from 2,000-square-feet at their former address at 430 N. Olympic Ave. to nearly 5,000-square-feet at their new address at 340 N. Olympic Ave.

?All that changed in the address were two numbers, so we still have people who think we typed it wrong,? Senff laughed. ?We?ve more than doubled our space, though.?

Senff was effusive in praising the more than half a dozen young kids and adults, not all of them current or former AHS wrestlers, who showed up early on the morning of Nov. 24 to help him out, after they?d heard of his need for extra hands from a friend of his who was a former coach.

?They called me up at 8 a.m. and said, ?We?re ready to move,?? Senff said. ?I?d actually planned to start the move that afternoon, but I asked them to give me a few minutes and came right down. As wrestling practice got out, they came back with more kids.?

The move got underway at 9 a.m. and had finished transporting the store?s contents from one location to the other by 5 p.m., but it still took until 7 p.m. for the store to get fully organized in its new location.

?I think they were more excited than I was,? Senff laughed. ?Seriously, though, I want to thank the community for stepping up in a really great way to help a small-town local guy like me.?

The killer whales trapped in the ice in northern Quebec, Canada, appear to have left the area, says Peter Inukpuk, the mayor of the nearby village of Inukjuak.? His comments came Thursday morning as experts were said to be en route to the scene to help free the whales.

On Wednesday, residents of an Inuit village called for the government's help to save a dozen killer whales trapped in the ice about 30 kilometres off the coast of Inukjuak, Que.

The orcas were spotted at a breathing hole at the eastern top of Hudson Bay.

When two hunters went to check the ice Thursday morning, they discovered the whales were gone, according to Inukpuk. He said elders in the community credit the new moon, and changing tides and currents for shifting the ice.

A team of experts sent by the federal government had been expected to arrive in Inukjuak on Thursday.

It's unknown if the government has cancelled its plans.

A spokeswoman for the Department of Fisheries and Oceans, Nathalie Letendre, said Wednesday that it's not unusual for marine mammals to become trapped in ice.
